It should be pretty simple to get a regular wheel of the same durometer and put it against one of these wheels with the same durometer / size and simply test if it's faster or not.

It could be faster by losing less energy. I could see that it's possible that small rocks and sand could be passed over more easily due to the force not being at the same angle as the motion.
Edit: sorry, the force will obviously be at the opposite angle to the motion, but not perpendicular to the profile of the wheel.

testing two wheels of the same durometer to see if one is faster as suggested by jpi is ONLY checking to see if tread design affects rolling resistance and hence speed. it's not trying to say that one wheel "creates energy" as you suggest.
We don't know what our limits are, so to start something with the idea of being limited actually ends up limiting us.
