Crowd control is a very fine line for the cops. They have to apply just the right amount of force. Too much and the crowd is angered and the spectators join the troublemakers. Too little and the troublemakers become emboldened and up their game.
I think in this case, VPD started out okay but started their push back too late and didn't push quite hard enough so the latter situation materialized.
