An abandoned line that turns into a watercourse is unsightly, and visible to many users due to the popularity of the North Shore mountains. People are more likely to react to something in front of them rather than something far off, perhaps because they believe they can change it. In terms of location, the easily accessible nearby forest is a much more scarce resource than a far off place, so people react more significantly to changes locally.
