I once fixed the very same "no elastomers left, fork crown rubbing tire" problem by sticking a length of old alloy tubing down each side of the lowers so that the upper tubes would bottom out on them. The bike head angle was still ridiculously steep as we only achieved about 20mm of clearance. It was one of the dodgiest fixes I ever did, it wasted a bunch of shop time that could've been used on more profitable repairs, but it made someone happy.
