so… how about that trail that's supposed to parallel the road? opening the lot without having the trail complete would be pretty lame. Mixing bikers/hikers/kids/dogs on a dusty road with traffic doesn't sound so good.

As opposed to what it used to be like? When all the traffic driving between the water towers/vantan club and the first gate mixed with bikers/hikers/kids/dogs?
Why don't they make it pay parking, and the proceeds go to fund trail-building and maintenance.

Agreed, it seems so logical, don't even have to make it expensive, just a token fee for the day. For regular users, they could sell a parking pass.
DNV would be the ones levying the parking fees. I seriously doubt those funds would make their way back to trail maintenance.

You are probably correct.
It would be cool if they could the parking lot self sustainable instead (with parking fees), then there could be no complaints about the cost of maintenance for the parking lot, road and facilities themselves.
