riding and building are two different things. There are no bylaws (for DNV) that say you can't bike on unsanctioned trails. GVRD doesn't have anything either. No one has ever been fined for riding on these lands and never will be. Only building trails is a no no but 99% of the sanctioned trails were once unsanctioned.

They are not land owners. They're land managers. They manage the land, for US the taxpayer.
