I'm one of the new park host's there, I brought it up with Russ, he deals with youth services, parks and rec, etc. City knows how slippery it is and has been trying out different companies for painting over the graffiti. They're trying to find a company who's paint isnt too slippery but I guess they still haven't found a decent one yet. I'll try to keep the bowl as dust free as I can, I guess thats all I can do for now.

no paint at all would be the solution

Well they're thinking of setting up a place where people can graffiti and all so they dont have to keep painting the bowl over.

maybe we should all just ask the "graffiti artists" to paint some place than other in the bowls. Make it known that they really are not welcome. I remember leeside a few years ago, we were constantly asking them to not paint on the ramps and to take there garbage with them. I think that kinda worked.
