Thanks for your help. It's crazy over here. The laws are slanted in favor of trial lawyers (we've got the highest lawyer per capita ratio in the country), and basically NONE of the trails are legal. The state regularly throws huge resources at keeping mountain bikers off the few trails that are available, I'm assuming out of fear of being sued.
There is one mountain biking trail for the city of Honolulu, and it is regularly patrolled by conservation officers that will write tickets and or confiscate bicycles- really heavy handed stuff. The trail has even been bulldozed several times over the years to remove any dirt work that has been built. In short we could use some help ;)

Appreciate everyones help but want to clarify the OP's comments as they are more related to Oahu. Here on Maui the state is throwing huge resources at developing mountain bike trails. The main differences between the two islands is population, Oahu 1.5M, Maui 150,000, and the majority of Oahu trails are not on state land. We have been working closely with the state here on Maui for over 20 years to develop mtb trails and now thanks to the progress we've made we are now developing official dh flow trails and skills areas plus expanding the xc trails on state land. We've lost some trails on private land along the way and that is the Oahu problem, hikers on trails on private land. Too many people, not enough trails. They have a long battle ahead of them and we wish them luck! I think the progess we've made here on Maui with the help of IMBA will eventually have an impact on improving Oahu's situation if we don't blow it here.

I think you guys on Maui don't give yourself enough credit. The problem on Kauai for example is worse than Oahu, and the population there is tiny. Big Island also hasn't gotten anywhere. Maui has fought the good fight.

During our December vacation my wife and I rode the MTB trails at Makawao Forest on Maui and had a fine time. The flow trail was a hoot. It was fun to send December biking pictures home to our friends who were shovelling snow!
