Best XC that's close to Richmond is down in Bellingham, WA (imo). Galbraith Mountain has lots of fun XC-oriented singletrack. Less than 1/2 hour south of the border.

The South Surrey bike park is a small park with many trails and good XC/Flow. There are a couple new pump track type trails to keep it fun and interesting.
Its ~40 mins from Richmond, straight down the 99.
