I honestly don't see the problem with building a lot where the existing drop off point is. The neighborhoods will get a big relief from parked cars, neighborhood traffic won't have to dodge around mtbers riding up Mt. Highway (mtbers aren't exactly in peloton formation most of the time) and riders won't have to get buzzed by cars, trucks and buses that don't really seem to have any regard for them. As an added bonus it's better for riders with kids, dogs etc.
But will it.
Sure it will move most of the parked cars up the mountain. But will it decrease traffic?
Mountain hwy will have to be widened to accommodate two way traffic PLUS the riders who will continue to ride up or riders who already drove up and back down, couldn't find a parking spot so had to park in the residential area anyway and ride up.
I think if this is going to work then a one way road should be built with parking on either side, entering at the current area, exiting lower down, near the second water tower, with parking alongside and a trail paralleling and OFF the road for riders to ride back up.
Just look at the parking lot at Lynn Canyon. It's a zoo on the weekends and that's just with hikers! Imaging mixing bikes in with that. It will look like rush hour in Beijing.
