BUMP. 2 years later - how is this working?
The policy is working… sort of…
The trails at Harper (Kamloops) are under a draft agreement (via the pilot project.) It isn't an official agreement due to some referral issues with the local indian band around tenures on their claim areas.
However - the trails are registered with local government (Tourism and Forestry) and the club was notified prior to some recent logging and asked how the impact to the trails could be mitigated or avoided all together. That worked perfectly!
There are several requirements in the policy that are difficult to meet with 100% success, but that can be "managed" via common sense and discussion with local MoTSA staff.
It is A LOT of paperwork and admin time for the club to manage.
Insurance is annoying, not a show stopper - it's available and affordable to clubs that can build a member base and get member donations rolling in each year.
The show stopper is that the policy states "no double black diamond TTF's" and the Harper trails are full of them.
This is still the good fight in the longer term, and it's worth fighting!
The policy won't get changed by going underground.
