BC government policy on bike trails

Related to this thread, has anyone seen the (new ?) BC government "Recreation Sites and Trails" site?

The interactive maps are interesting to check out but I couldn't get the filter by activity feature to work.

Also interesting was the list of trails that will be "upgraded".

next thing is they're installing a system of blockwarts (block leaders)…

The list of sites to be upgraded looks pretty good - Very vauge as far as trails go. I am willing to pay $10 or $15 a night for a campsite that isn't trashed to hell but still out there.

Apparently an agreement for the trails on Sumas Mountain is right around the corner.

The policy is working… sort of…

The trails at Harper (Kamloops) are under a draft agreement (via the pilot project.) It isn't an official agreement due to some referral issues with the local indian band around tenures on their claim areas.

However - the trails are registered with local government (Tourism and Forestry) and the club was notified prior to some recent logging and asked how the impact to the trails could be mitigated or avoided all together. That worked perfectly!

There are several requirements in the policy that are difficult to meet with 100% success, but that can be "managed" via common sense and discussion with local MoTSA staff.

It is A LOT of paperwork and admin time for the club to manage.

Insurance is annoying, not a show stopper - it's available and affordable to clubs that can build a member base and get member donations rolling in each year.

The show stopper is that the policy states "no double black diamond TTF's" and the Harper trails are full of them.

This is still the good fight in the longer term, and it's worth fighting!
The policy won't get changed by going underground.

Specifically what is the paper work to manage?

- Names, addresses, contact info for clubs?
- Releases?
- Liability waivers?
- WCB certification for any use of tools or power tools?

Does MOTSA require you to have insurance for trail maintenance?

Why does MOTSA require insurance for trail work when the Occupiers Liability Act is supposed to have given blanket immunity to landowners for trail work!

What benefits does MOTSA give you? Dollars? If so, how much?

Does MOTSA give you Resources? eg tools, materials etc.?

I'm not totally up on the insurance issue, but does CyclingBC insurance not cover off members for trail maintenance activities?

WCB certification for any use of tools or power tools?

At the moment there is no WCB certified/required training for Chainsaws etc (unless you are falling trees [HTML_REMOVED] 6" dia.)

The Whistler Trail Standards seem to indicate that as long as you provide ride arounds and sign the TTF as Double Black Diamond they can be part of an approved trail.
