I swapped out for flats the other day for my usual long climb route, it was shocking how totally knackered I was at the top compared to usual- and how shot my legs were for the descent.
Though maybe at pro fitness levels a few percentage points of extra effort doesn't even get noticed.

There's an adjustment period for sure but I don't think the net effect on energy expenditure is significant.

Actually it is argued that flat pedals are more efficient since you are using less muscle to make a pedal stroke. There was a test done that shows this.
