I've always used the "7 degree" rule - when the average temperature reaches 7 degrees or lower, I switch them out. You might be able to get away with it being even cooler if you're running decent all seasons, but if you have summer tires (like I do), best to switch them out earlier.
I do Oct 1st every year, per BC Highways requirements. I travel a lot for work and have been on the road and woke up to 12" of snow over night in the past - so I don't mess around with nature.

Another vote for 7deg rule, when daytime highs are in the 7 deg range I change them.
Think I changed mine on the Nov. 7-8 weekend this year.
Right after it snows and you slide into the ditch. Then you can line up at the tire shop and bitch and moan why its taking so long since you just need a simple tire change over just like 80% of the people out there. I worked in a tire shop and was amazed at how clueless people were. The manager that was there for 10 years said it happens every year. The customer that bitched the most actually said "I have been coming here every year for 4 years you think you guys would have your shit together by now" he even gets a letter in late October at to remind him to beat the rush and have his tires changed over ,but nope first day of snow there he is with a hundred other people in the parking lot in a panic.
On yah the 7degree rule is OK. Putting your winters on a couple of weeks early is not the end of the world, but putting them on a couple of weeks late might be.
