when does a boat become a ship?

Curious, is there an official answer to this?
they were talking about it on the news today. I couldnt find anything definitive when I looked online.

a boat becomes a ship when it is big enough to carry a boat…..well as a super rough guide line. lol.

In naval terms, a boat is a vessel small enough to be carried aboard another vessel (a ship). Another less restrictive definition is a vessel that can be lifted out of the water.

australia was actually founded by criminals and its original purpose was for england to send over its criminals so the brits wouldnt have to deal with them in England, minding this was over 100 yrs ago.

I've heard two alternate answers:

A ship goes port to port, a boat goes ship to shore (didn't like that one)

Or

Boats are open hull or if covered, have only one deck. Ships have one or more decks.

I feel like a boat is something used for pleasure, whereas a ship is used for war or the carriage of bulk cargoes.
