Don't really see what needs to be cleaned up.
If you do the center wheel in printed and the text die cut its a pretty simple job for the fabricator.
I send jobs out to fabricators daily.

Might be worth trying out a freelancer on fiverr
Send them your image and ask if they can jazz it up and see what they come up with. Not a huge investment if one or two don't work out.

Thanks I want the wheel to look more like a mtb wheel , I could not find a wheel online I liked..
Maybe add a rotor to it is as well.
