How come when richmond and coquitlam want skytrain it's no problem. The Fraser valley wants LRT and we need to increase PST?

No. Surrey has already stated that they will build light rail regardless of this referendum. They should still be able to get funding from the province and the feds, and would likely have to come up with their share via property taxes.
