If I recall correctly, the theory was that the FBI knocked holes in the walls to get the fire raging and then had guys with guns guarding the exits.
I always thought it was the branch dividians who set the fire after releasing some of the children.

They definitely lit the fire, but the conspiracy theory is that the FBI then made sure even the ones that wanted to escape burned.
