Still does not mean they will strike. They need a strike vote in order to issue strike notice. They then can give strike notice (usually 72 hours or so), but even then, it does not mean they will strike.
This happens all the time. It's the path of escalation that a Union has to follow to legally strike but is also supposed to put pressure on the Employer to come to an agreement.
