Having the ability to put people on mass ignore except for that one section would be amusing for the people who want to look at it, and benificial for the rest of the forum that doesn't, in that it is a place for the garbage to go.
Maybe make it so that once you have a certain amount of red blocks, you can only be seen in that one place. If you're good there and collect greenies, you can earn your way back to the rest of the board.
