For me, forum posts have an incorrect time stamp. Where does one set their time zone?

It's a bug. It detects the timezone then saves it in a cookie. When daylight saving time starts/ends or when travelling to a different time zone, the cookie is not updated.
The workaround is to log out and log back in, that should reset the timezone.
