Rainbow Powder Coating did my bike last year. He shares the building with a media blaster/prep guy. I'm very happy with the results. He can be a bit tough to get a hold of by email, phone is better or just drop by if you can.
Redi Strip in Delta talk to Brandon Atwal. Cost me about 120.00 Did a great walnut blast on my Specialized. I then took it to Brass Powder Coating also here in Tilbury, cost me about 90.00. Talk to Ram

For a bike rack? Maybe just coat it with a rust-reversing primer?

It works and looks great. Might not be the most durable finish ever but the great thing is you can just touch it up randomly anytime you want and its cheap.
Rainbow powdercoating. Cheap if you go black.
Pacific PowderCoating in MR is a good shop as well , black is the cheapest color as well
