Coles Notes version;

- a rule on the books states that if government stops working, any member of Congress may move to re-open government.

- On Oct 1, the Republican owned "rules committee" enacts a new resolution stating that only the house leader (speaker) or his designee may re-open government, effectively striking down above rule.

Net effect - Republicans make a behind the scenes rules change to ensure nobody but themselves can get the US congress functioning again.

Correction - not even the house speaker can put forward that resolution - only the House majority leader Eric Cantor can make that resolution- John Boehner cant do squat if Cantor decides he doesnt like it.

I stand corrected. And I'd add that makes the change even more insidious, as Boehner not being a teabagger might crack under pressure and want to do the ethical thing.
