- On Oct 1, the Republican owned "rules committee" enacts a new resolution stating that only the house leader (speaker) or his designee may re-open government, effectively striking down above rule.
Net effect - Republicans make a behind the scenes rules change to ensure nobody but themselves can get the US congress functioning again.

Correction - not even the house speaker can put forward that resolution - only the House majority leader Eric Cantor can make that resolution- John Boehner cant do squat if Cantor decides he doesnt like it.
