If you want to BBQ…it's anything that'll hold briquettes. Low(to medium) and slow heat.
If you wanna grill(high heat)…I don't know that $200 gets you much that'll reach 450-500+*

I've had a WeberQ for the last 4 years. It's been pretty great. No briquettes, but it has a nice cast iron grill and I think it was around $200 at Home Depot.

might not be under $200 or very eco friendly, but how about a 345 HP, 5.7L hemi powered V-8 bbq?

You can have your entire building chowing down on sausages in less than 4 minutes. Hawt!

we bought this the other day and its the perfect size for an apartment balcony. works good so far.

Being an agoraphobic adrenaline junkie would be pretty convenient, because you could get your rush from just going to the store to get some milk instead of having to jump off a mountain or out of an airplane.

you probably want a grill which is what most everyone has ,if you wanted a barbacue you wouldn't have to ask

I discovered that a grill with a burner in the hood is nice,it keeps an even heat when roasting without burning from underneath which is good for me cuz I tend to burn stuff

whenever I fired up the GRILL the kids would always say "dads grilling we're ragin fer cajin !" a popular add on at the time

Not in your price range but these are nice for a balcony:

How about a marine BBQ, just clamp it to your railing.

For all the masses that have put shrank on ignore, I present to you, his first useful post in 2 years. I have this little weber and it is great. Nice even heat, perfect size for an apartment and fits your budget.

Hm, yes - a useful post, and I've heard that's a good BBQ.
However, he's still not coming off my ignore list.

 I am not suggesting you should take him off. 1 post in 2 years is not the best track record.

I can get you one of those little Weber's for free, if you buy 25,000 wire connectors. Let me know :D

You can have my BBQ my ex loved to cook on it. I think it needs new grills or racks. It's free if you pick it up.

It's maybe 3 years old
