He probably tipped it but didn't set it on fire. And I for one respect him coming out and taking responsibility. Not saying he shouldn't face consequences both personal and professional, but it's a step in the right direction, and much further than most of these idiots are going.
Saying sorry and admitting to that act when there is clear photographic evidence means absolutely nothing. It is nothing more than a legal maneuver.
$$$$ penalties, professional consequences, community service and perhaps a week or more in the can would be much more fitting.
