To my mind, anyone that is identified with causing any kind of damage to vehicles, should be a) held financially accountable b) held criminally accountable, and c) have their road privileges permanently revoked in BC ie., not able to get a BC driver's licence and not able to purchase compulsory ICBC insurance.
