I don't know for sure, but I think this claim is a bunch of BS… BCGas (natural gas utility, for anyone who doesn't know,) is a wholly private company. Even though they are private, they are still subject to approval of rate changes from the BC Utilities Commission. I don't see why one private company wouldn't be subject to the same laws as another.
If I remember right from Campbell's campaign speeches (as if they're good for anything,) he said that most everything of the current hydroelecticity structure is staying put, but he didn't mention anything about the wires leading from the substation to your house. Basically, private distribution companies could buy up portions of the electricity coming into the substation, and then sell it off to consumers.
