I think what made the difference during the Olympics was the overwhelming police presence EVERYWHERE, and I am sure it cost a pretty penny.
In all the videos I have seen from today, there are NO cops, or very few cops. The Fan Zone, as stupid of an idea as it is, should have been lined with riot gear clad police, nipping any trouble at the bud. They seem to just be reacting to it now, but once the crowd gains momentum, it's too late to stop it.

Putting 100 cops out there tonight, was another in a serious of huge blunders by the VPD, remember they put 6 out there to tazer one Polish guy.
