I feel like this is a bait question. Of course the atmosphere rotates with the earth.

My teachers were wrong.

After our previous extensive work studying airplanes on conveyor belts, I can't think of any group with better bona fides.

Im thinking that the atmosphere rotates with the earth to the extent that constant rotational resistance allows. The layers of the earth have overwhelming resistance between each other so those rotate together, but once you're into air, there is less, especially as you gain altitude.

Fluid dynamics I suppose.
