its both, but for whateva reason they choose to make you have to be logged into their server system to play offline..
hahaha.. bit of epic fail, but i guess they are scared of pirates, and this is their solution..
I think they are mostly concerned with the real money auction house and the possibility of people hacking the rare items from an offline game mode.
