The only option to correctly read your original sentence was to assume that you meant "their", which is a possessive pronoun and able to start a sentence, as we, your readers suppose that you meant it to mean the laws that they possess. If you meant to describe the place alone without reference to the laws, the only way to do so and be grammatically correct is to place the word "there" at the end of your sentence.
