been thinking about this myself as well lately as I normally bring a small pack with me. The EDC steerer is tempting but pretty pricey for what it is.

A strap around the bottom of the downtube holds a lot of crap- A tube, tire lever, glue and patches, a valve core, small plug tool and plugs, few baby zip ties, bit of duct tape. Stick your tube in a sock so it doesn't get fucked up. I'm using the Race Face strap, because it says Race Face on it.
A mini pump mounted next to the water bottle cage works for me.
Also I crammed a flat multi tool up out of sight under my saddle. Used the neoprene sleeve the tool came in and some zip ties to secure it. Bit rusty after a year or so, but secure and incognito.
As an aside: I've found that if you try to stash a chain breaker on your bike for some reason it takes up 1,000 times more space than a standard multi and is impossible.
Somone needs to make a little waterproof bag that we can put all our tubes-n-shit in that will work with the gear straps. Maybe a small dry bag made out of a tough material? I bought some of the EDC straps from One Up, liked them more than the cloth ones...seem grippier, will not hold in water and easy to use. I was looking at the steer tube EDC but it's hella expensive.

Also going to run the pump on the bottle cage.

Ultimately isn't this a seat pack? In the 90s everything lived on the bike. Then Camelbaks came out and we had to hydrate or die. Then the bikes of the 2000s led you to carry the kitchen sink because you would have a major mechanical on every ride. Now we're back to seatpacks again.
Right now the tidiest solution I can see is the big EDC pump. The pump with EDC tool and plug/pliers has pretty much everything you need. Maybe add an adhesive park tire boot for good measure along with a couple of spare plugs. Bring a spare tube for bigger days or find a permanent home for one on the bike. So for a mere $200 you are ready to go. But it's a super tidy solution.
What about using a big Lizard Skins chainstay protector as a sleeve for the pump? Just cut a slot in it for the elastic retention strap to pass through.
I don't think those Park tire boots work on the outside of the tire. If you get an unpluggable tear in your sidewall are you pretty much condemned to putting in a tube or is there a good solution for this?
Lol, yeah. I started riding in the 80's and it's been really interesting to see the change in how we carry our gear...hell I am wearing a fanny pack again, never thought that would happen. I have thought about going back to a seat bag...but I like to keep the stuff lower on the bike...going to look into the drybag setup, even if I have to make my own...haha.

If you can send me a drawing of the type of bag you want, with some rough measurements, I can ask my wife if she can make something up. She owns a clothing manufacturing centre in North Van and has worked with Gore-Tex and similar non-branded laminated fabrics before. The only thing is that the bags won't be seam sealed without having to be sent out of house for taping (which obviously increases production costs), but she can use a waterproof thread and a stitch that is less likely to leak. I think that she has some three-ply waterproof fabric in her odds and ends bin.

Tube and tire plug tool+plugs ski strapped to my seat, which is high enough that it doesn't come close to the tire on bottom outs. Small pump mounted on the frame, multi tool in pocket.
I think it covers everything pretty simply and I didn't spend anything really. Do want to find a way to carry co2 because the park pmp 3.2 I stick on there is tiny and sloooow to pump up a tire.
I do actually bring a pack more than half of the time though, anytime with a big group (feel like I fix everyone's bikes, lend out bug spray, bigger pump, water filter etc) or anything somewhat far.

I have poked around a little today and do not see anyone making what I am thinking about...some cool stuff from Dakine and others..but nothing that seals it away from the elements totally. I think something simple like a drybag is the way to go...keep it light and cheapish is what I am looking for.
What about these bottle-shaped tool kegs? I guess if you only have one bottle mount this is a non-starter.
