You answered your own question, heinous seals. My buddy bought a T that had those seals and we changed them out stat. They were a bear to get out of the fork too. Here is a guy on purpletrike with an egregiously overpriced set of oem near you: http://www.pinkbike.com/buysell/1917210/
Pretty sure you can still order thru you local bike shop though for less.

Just buy my 02 Shiver.
But I just got another monster t. Bringing my total to 3.5 99-02 monsters. I got a mint 99 currently on my banshee legend, a 00(has a compression adjuster instead of the second rebound knob) polished on my hard tail, An 01( with 02 decals) on my 05 shore, and a 02 but it needs seals. I'm also short one set of crowns and a axle.
Oh and the best part
The 99 was $100
The 00 with $80? But no crowns
The 01 $150
The 02 $150 in rough shape, but had 03 crown and stem
Sweet, those forks are awesome. I don't own a bike that would suit them but maybe vintage DH bike one of these days.
But ya, go OEM for the seals for sure.
