Explain to me the Evil HVS dropouts

I want to run my DOC at the shortest chainstay length - how to I go about doing this?

I think I should:

1) loosen the sliding dropout bolts and slide them all the way forward

2) tighten the bolts down

3) remove any excess links from the chain

4) loosen the sliding dropout bolts and adjust tension with the bolts that run parellel to the chainstay

Is this how it works? I had the shop build it up so this si my first time messing with it!

slide it all the way in loosen everything fully out
