I bought a DH bike out of Illinois a couple of years ago, had it shipped to Point Roberts, declared it, they charged me HST (before it was repealed) and I was on my way, no duties.
Also dependant on who your border agent is.

There is no duty on bike parts with a few weird exceptions (like fully built wheels). The frame shouldnt be subject to duty. GST only (no PST on bike parts). I find that if the value is below about $400 they often just wave you through. As stated above, really depends on the mood of the guard at the booth when you come back through. The only reason Id ship it to the border in this case is if it saves you a significant amount in shipping and you want to avoid random brokerage fees from Fedex / UPS. Shipping USPS would be a bad idea right now with the CP strike still ongoing.
the bonus of going to point bob is timing it with the need to fill up with gas and saving $10-20 depending on what you drive.
Yep. If over about 400 bucks you'll almost certainly pay GST, bit that should be it.
