Is anybody using a seatpost clamp that clamps to both frame and post, like this one? If the seatpost spec says to use 5 Nm to clamp the seat tube, should I use the same 5 nm on the post (the upper bolt) as well, or less?

You never need to tighten to the max torque specified unless the post slips. Use friction paste and tighten only as much as you need. Or get a regular collar if you can.
