crappy parts get used to refurbish free bikes given out to those in highest need. better parts are sold to fund programs. they recycle everything, metal, plastic, etc. including tires and tubes, which isn't easy and some bike shops, in my experience, aren't honest about
edit: though if you are in the 'burbs there may be a community bike programs closer to home that would really appreciate donated parts

Agree with OCB, but don't forget about neighbourhood recyclers if it's hard to get to OCB.
When I have useable bike parts (especially tires) that are no longer on my bike or too work for true MTB use, I simply put a little box out on the front lawn and within 24 hours usually 80% of it is gone or picked through.
I leave partially worn tires in the alley - they're always gone by morning. A binner on bike can eke a lot of life out of a tire that's no longer dirtworthy.
