Disc brake shudder? XT

What is causing my front brake to shudder/vibrate? The rotor is clean and true, the pads are new-ish and aligned meticulously so that both pads grab the rotor together with no rotor bend.

These are the new style XT brakes with an Avid 8" wavy rotor.

I found uneven wear on the pads does this to the brake. it's hard to tell by looking at the pad but sanding pads down a bit works, if not new brake pads.

Is the headset tight?

I've had this happen.

Hold the bike up, lock front brake with one hand, hold other hand around bottom or top cup of headset, then try and push bike back and forth. Should be no play in headset.

I've never had good luck with Avid rotors. Have you tried systematically removing one element at a time and seeing what happens? ie: try a different rotor, then try different pads then a different wheel, then if all else fails, a bleed.

Rotor. Get a a Shimano rotor.
