Your post above makes me think you might have sold it, but…
1st priority: working brakes. Tektro aero levers ($35), new cables and housing ($15). And some bar tape ($15). Or, you might get a new stem, a flat/riser bar, new brake levers, and cable/housing for not much more.
Now, that said, are you shorter than 5'3"? Cause that is one tiny bike.

Bar tape has been purchased. Brakes are next. Just need to find a shop with levers/calipers in stock. I like the drop bars. Your post had me worried that the bike was going to spontaneously combust in a ball of fire.

Somebody was taken to the cleaners. Suicide brake levers = Junk.
Other surefire signs of junk road bikes: Stem-mounted shifters and cranks w/chainguard.

Judging by the head tube, I'm guessing 53.5 top tube max. Maybe 54. Big stem and riser is the only way to make this work. I've got a 145mm Cinelli Frog that'd be absolutely ridiculous on there.
Look for the Tektro long reach dual pivot calipers. You might have to do some drilling to get them to fit, but it's worth it for good brakes!

The International and the Landau used the same frame just different component group. Both used Tange Cromoly tubing.
