Can't seat tubless tire

It's a new Butcher SX on a Roval rim. I just took off an identical used Butcher SX from the same rim to swap to the rear. The rear seated with a floor pump.

In the past I usually have to use a gas station pump but this time I cannot get enough air in this thing to seat it no matter what. I've been to three gas stations and can't get the tire to budge, there is not enough pressure or volume getting in to the tire I think. Any ideas?

Since the valve is presta I have to use an adapter at the gas station so maybe that's an issue? I don't know.

Use a tube first so at least one side is on the bead, then remove the core of the presta valve so maximum air flow from the compressor is getting through.

Removing the core will allow more air to get in faster and help the tire seat.

try making some 1/4 " rope into a loop just barely larger than the outside of the tire, put a screwdriver in the loop and wind it up to squeeze the outside of the tire casing which will spread the beads

Lube the bead with soapy water and fill to 45-55 psi.

Or are you saying you can't get any air in there at all before it escapes?

My hardest ever tire to seat I used a tie down strap and friggin motor oil on the beads! lol seated right up.

A co2 inflator does a nice quick punch of air.

I will probably do the same. Tube it up for a while and try again later.

I'm thinking it also may have to do with the new tire being out of shape a bit since it was zip tied and folded in the package. Maybe once it has stretched and rounded out it will actually inflate.

If is pretty common to get some sealant plugging up the valve a bit. This reduces the volume of air that you can get into the tire. Clean the valve or install a new one to see if it helps.

had lots of trouble seating one this week
turns out the tape needed to be replaced
when I peeled up the old tape could see soapy water and Stan's under the tape in 3 places, likely taking old tires off pulls back on tape in places
