At 190cm, my XL Trance (with a 70mm stem since it's my xc bike) fits me very nicely, actually feels quite long. My XL Slayer is way too short for climbing, but oh so great on the way down.

I'm 6'5" and ride a XL Kona Process 153. One of the longest bikes out there along with the Giant Reign.
Reach on both is about 485mm.
6'6" here also on a process. Albeit a 26er. Gasp. Fits great.

At 6'6" the biggest issue your friend will face won't be reach but stack. So many of these bikes have tiny little head tubes despite their long reach and ETT numbers. I wouldn't buy any bike with less than 650mm of stack. I don't like running tons of spacers, high rise stems or super tall bars.
Seat tube lengths can be an issue depending on your inseam but with the new 170mm+ posts from Rock Shox and 9point8 this isn't really a problem anymore.
For a taller rider these new super steep seat angles might actually go too far (if you have really long femurs) and put your knees way too far forward of the BB. But too slack and when your seat is at full height you might end up way too far back. It's a tricky balance.

Word of advice on these looooong bikes: run as short of a stem as possible. I'm 6'3", XL Reign, the bike didn't feel right until I put a 30mm stem on (Answer ATAC, 31.8mm bar clamp). Now it feels dialed. 60mm stock stem was wayyy too long, 40mm still handled a little funny, 30mm feels right.
