What happens when you try to loosen the allen bolts? Nothing because too tight? Or does the inside thingy spin within the stay?
If the former, get an allen key socket for a socket wrench and give it a little more force but if the allen bolt is aluminum be super careful not to strip it - use only a brand new allen key / allen socket.
If the latter… no ideas. But will be curious as to what your eventual solution is.
Latter. I have gone up to the allen key on my 3/8 drive ratchet. When I put the ratchet on the outside both the inside and outside bolts spin together. Doesn't matter which way.
The bolt is threaded from the inside of the rocker link into the plate with the torque writing on it. It is either a 6mm or 8mm hex wrench to loosen the bolt.
Remember if you are loosening the bolt from the outside of the bike you will have to turn the wrench to the right, not the left, due to the bolt being threaded from the other side.

Thanks for the reply. But it seems the inside bolt has nothing to get a purchase on. I can only get an allen wrench on the outside. I can put the allen wrench on the inside but it just goes through to the outside bolt and just ends up with both of them spinning no matter which way I turn them.
I will look closer when I get home to see if I can get an allen wrench on both sides. I don't think I can though because if there were two places for and allen wrench they would not be alined perfectly when you look through it.
