umm they're usually busy trying to stay alive.
Traditionally these types of things have been done by an entitled local resident who thinks the trails/sidewalks should be for pedestrians alone. Some MTBers caught the last one with a trail camera IIRC.
If you read comments on the articles a few people mention a rather mental-health challenged individual who's had some confrontations on the bridge. I don't think this is the work of some entitled person but somebody who is off their medication? Shrug.
Either way throw them off the bridge. ;)

😂 I had trouble spelling it. Did I get it right?
I’ve found a loosened stainless cable on the Spirit Trail Lynn Cr bridge and reported it to Parks via Trailforks. I had to create a new trail segment for the bridge, so win-win for all. I suspect a stainless steel thief for that one. It got repaired.

Until proven other wise I avoid claiming it was done by someone with mental illness. Far to often that is used as the answer to people's willful evil choices. reality as have discovered there are people out there who are not fighting mental illness who are fine with harming others.
Hell a few years ago we had an evil doer stringing the old landline phone cables across a rail trail just north of me.
they just arrested a 59 year old man for doing this in germany. attempted murder charges

No reason it can't be both.
Attempted murder charge, I don't know really what that means in Canadian law but the comment in the linked article by the rider who found it that he "probably would have slid into the fence" seems like a gross understatement. Potential fatality for sure.
