Was he riding in the vehicle lane and going above the speed limit? Then yes, he is considered the same as driving a vehicle under the BCMVA, and was speeding.
Section 183 of the BCMVA should be mandatory reading for any cyclist.

When on the road bike are governed by the motor vehicle act. There are certain rules that apply specifically to bike that are also laid out in the act. Cities also have the right override certain part of the act. I have links to most of this on my work computer and will post it tomorrow.
General rule of thumb is if a car can not do it then neither can a bike.

I'm pretty sure the Burrard Bridge bike lanes have posted speed limits that are very easy to reach.
