From what I understand, unlike most other jurisdictions, BC doesn't have the concept of vulnerable road users. Seems like a major oversight.

ICBC has made some changes on this issue. I am not sure if what they are doing fully resolves the issue, but at least the Gov't is aware there is a problem and is taking some action.

So....ICBC originally determined the cyclist was 50% then, lo, a police report turns up that determines the driver is 100% at fault. WTF!

Good result either way...
