One thing I liked to do is do the barrel adjuster step while riding the bike.
Especially with used equipment I find the derailleur often works a little differently on the stand vs riding.
sounds like he had a bent hanger on that there giant.
if your bike is exhibiting that behaviour, check for bendedness.
He skipped the part about checking hanger trueness with an alignment gauge. Just because a hanger is new, doesn't mean it's true, although 95% of the time that may be the case.
And yeah, B tension is important too.
Pull on teh cable to ensure that the housing end caps are snug against the housing ends innit. Stops 'cable stretch'.

I never said they did, but you can't discount the importance of that step, especially when putting a new hanger on. B-tension is also really needed.
