I have a few +23mm NS Billet adapters and I have mixed experiences.
I've had a couple cases now where they don't actually quite space the caliper off the rotor enough, like they're a +22.5 and the rotor just kisses the inside of the caliper (saints with 203mm Shimano rotors). Using a Shimano post adapter solved it in all cases. Kinda wierd. I feel like it would not hurt them to update that machining model to just create another 1mm of clearance.
