Relative heartrate is a decent indicator of functional power output. And drivetrain power meters don't measure any of the other power put into the bike when descending from the rest of the body. So a power meter can only tell you if it costs anything extra to climb, while overall HR (and internal fun-o-meter) might tell you if that cost is worth it. Sounds like it is worth it for Tim.
