You must have sweaty feet! On a wet enough day, it's impossible to keep it all out, however I find that with a good cuff such as on these and pants that cover my ankles to a low enough degree, my feet stay dry even on wet days, lots of puddles, etc.
If you really figure you can't win, waterproof socks with any shoes are a good way to go, however those really don't breathe well in my experience.
