Rokko lever skins perhaps? I installed those on my bike in the late 80s when I lived in Toronto. They were made for motorcycles. You got two long ones in an air tight package. Cut them in half and do two bikes. You simply slid them over the lever and they shrunk to fit when exposed to the atmosphere. Very solid. And hand washing was optional.  I would consider those hand guard things too but the cost they want for some plastic bits is too much and aluminum brake levers would probably still suck the heat from my finger.
